The Aircraft Electronics Association will hold an ADS-B Regulatory Technology Forum Feb. 8-9 at its headquarters in Lees Summit, Mo. Supported by the FAA, the forum is intended to address initial design and certification limitations of airborne systems as well as installation nuances of stand-alone equipment in GA aircraft and equipment interfaced to aircraft flight management systems in business aircraft.
Following the AEA’s concerns regarding the FAA’s ADS-B policy and the restrictions applied to initial installations of ADS-B aircraft equipment, the AEA and the FAA have been working together to revise and update the policy. During the fact-finding stages, the FAA has made some compelling arguments as to the need for strict oversight of initial certification and subsequent installation of ADS-B technology, AEA officials said, noting this led to the forum.
The forum will cover a variety of topics, including:
- ADS-B System and Ground Architecture Overview
- Explanation of dual-link, ADS-R, TIS-B, FIS-B, coverage expectations, versions of ADS-B standards ADS-B Rule Requirements
- Overview of regulatory requirements in 2020, significant issues from NPRM and decisions as explained in preamble
- Early Implementation Experiences
- Types of problems seen with early implementations, which have motivated the published policy
- Installation Guidance
- Overview and issues identified in AC 20-165, including compatibility between transponder and GNSS sensor.
- GNSS Sensor compatibility project
- Summary of industry project to facilitate use of TSO-C129 equipment
- Solutions for non-certificated aircraft
- Strategies for supporting experimental and light-sport aircraft in compliance to the rule
- Plans for ADS-B Field Approvals
- Discussion of plans and conditions for enabling follow-on field approvals of ADS-B out installations
- NextGen for General Aviation – Listening Session
- Recognizing additional technologies are expected beyond ADS-B, industry/FAA discussion of concerns, issues, and proposals for NextGen implementation in the general aviation segment
