FAA orders California county to reverse 100LL ban

The FAA has ruled that a prohibition of the sale of 100LL avgas at two airports in Santa Clara County, California, violated obligations the county agreed to when receiving $6.8 million in federal airport development assistance between 1983 and 2011, among other federal funds.

Pilots and aviation businesses affected by the fuel ban, which went into effect in January 2022, joined the Aircraft Owners and Pilots Association (AOPA) in filing a complaint in 2022, arguing the county’s decision to only sell unleaded fuels at Reid-Hillview of Santa Clara County Airport (KRHV) and San Martin Airport (E16) was premature as some of the general aviation fleet still requires 100LL fuel to operate safely.

In its ruling on March 24, 2025, the director of the FAA Office of Airports Compliance and Management Analysis ordered the county take three corrective actions:

  1. Remove restrictions on the purchase, storage, and use of aviation fuel, including 100LL.
  2. Allow self-fueling with 100LL by commercial service operators.
  3. Eliminate rules that favor aircraft that can safely use unleaded fuel over those that cannot.

“The general aviation industry wants to move toward unleaded fuels, but the issue in Santa Clara County is that the transition was forced upon pilots and businesses before many can use it,” said AOPA President and CEO Darren Pleasance.

“AOPA strongly supports the transition to unleaded fuels, while ensuring a continuous supply of 100LL until an acceptable alternative is available for all aircraft,” he continued. “We will continue collecting feedback from general aviation pilots about their experience with unleaded fuels.”

Santa Clara County has 30 days to present a corrective action plan to the FAA or file an appeal, AOPA officials noted.

    Must have been due to the old President of AOPA Mr. Mark Baker not making very much money, after all he was only getting paid over one point six million dollars per year, heck that isn’t enough to warrant taking any action on much. So all important stuff gets carried over to the new Pres. It sure appears that certain business in the AOPA doesn’t matter much, just making sure the wages are in check for the, well I thing I’ve said enough… The President of the USA only earns half a million, per year, hmmm ??? I thought all the money was being used for research ?? for making low lead fuel for aviation ????? Some things never change, that’s the real problem…

      400,000+ members = $4 per member to have a well qualified executive business person and very proficient pilot to run the largest aviation organization in the WORLD. Worth it to me.

    It took over 3 years for the FAA to come out with this ruling? I guess that’s not bad for them.

        It took a new president, I don’t think so we all know how government moves and with Doge cutting jobs it’s going to take a lot longer.

          You’re full of it if you think DOGE will make it HARDER to conduct business. It was government making these decisions, removing them (the government) will fix the problem.

            Government Employees create work to have work to do than slow walk and bog down the process. 98% of these employees give all the rest of them a bad name. As for the 1.6 million AOPA salary that bothered me for over a year until Baker left. I skipped a year on my dues in protest just recently returning. Is the new guy Pestilence getting 1.6 million as well?
