Perhaps the FAA is within the bounds of the law as relates to compensation for flight training, but they certainly aren’t honoring the spirit of the last several decades on the same.

Pilots wanted for loss of control study
Researchers want to know if you’ve had any inadvertent inflight loss of control accidents. Survey results will help develop focused training methods to help pilots avoid these types of accidents.
