A bipartisan group of U.S. senators is urging the U.S. Department of Education to ensure student pilots have access to federal student loans.
Sent in late October 2025, the letter notes that students in university programs and Part 141 flight schools can face costs up to $100,000 — on top of tuition — to earn the requirements needed to be a professional pilot.
“The cost of becoming an airline pilot is high, and finding ways to finance it can be challenging, particularly as pilots coming from the civilian ranks represent an increasing share of new commercial pilots,” the letter notes.
The problem revolves around recent changes to the federal student loan system that implemented new lifetime borrowing caps for graduate and professional students.
The senators note that the new provisions define “professional students” as “one that requires advanced skill and a professional license to practice.”
“By this definition, accredited and FAA certificated Part 141 flight training programs should be included. However, because the regulation fails to expressly identify such programs and is written ambiguously, further regulatory clarification or guidance from the department is urgently needed to ensure they are explicitly included.”
The letter even tells the education department officials the specific language needed, noting it “should ensure that accredited programs providing the training described in 14 CFR § 141 (or any successor regulations) are covered.”
They add this is not a request for special treatment for student pilots.
“It is a narrow, common sense clarification that aligns federal regulations with real-world workforce needs, supports a high demand and high-wage profession, and expands access to students who might otherwise be locked out of a vital career pathway,” the letter explains.
